I'm running Windows XP SP 2. I see no errors related to subeclipse
and/or JavaSVN. In fact I checked the plugin management dialog, and I
don't see these plugins. However, If I try to install/update, eclipse
tells me there is nothing new to install. What gives!

Yes I did, no success.
