Eclipse would not use the shared installation if it is read-only (in
means of file system permissions, not read-only file attribute):

The later mentions a shared installation customization I use to
force the configuration directory to be written to the user's
profile directory:

osgi.configuration.area=@user.home/eclipse/configuration
