I think you just need the APR iconv libraries installed. Easiest thing to
do is to go here and download the installer for Subversion 1.3.2 That
will install Subversion command line, including these libraries, and set
the APR_ICONV_PATH environment variable. Once that is done, I think it
will all look and behave normal.
