There is no possible way for us to solve this problem for you.

Have you tried just downloading the zipped update site using your browser?
 

http://subclipse.tigris.org/servlets/ProjectDocumentList?folderID=2240

Then just take the option to install from a "New Archived Site" in Update
Manager and point it at the zip file.
