When you are using JavaHL, SSH is handled by Subversion which just
executes some SSH client that you have configured it to use. That client
is the only part of the change capable of prompting you and it will do so
however it does it. On Windows, you usually need to use TortoisePlink as
that is the only one I am aware of that will give a GUI prompt.

Yes, JavaSVN uses a Java-based SSH library and is able to prompt you for
information. JavaHL cannot.
