This is a limitation in Subversion. See this FAQ:

http://subversion.tigris.org/faq.html#case-change

The best way to do this using Subclipse is to open the SVN Repositories
view and rename the file in there. Then do Team -> Update on your
workspace project to have the rename take effect locally.
