I just did a test, and when I first did it the Console shows the file was
"Skipped". When I did Team -> Update on the parent folder, and then did
the process again, it then worked. So it must be because the folder was
at an older revision then the revision you were merging that it skips it.
Once you get the folder updated to HEAD it works.
