Since you are still using svn+ssh:// I do not understand why you do not
think it could be an SSH problem. It is possible that the SSH library
that JavaSVN uses (Ganymed) just isn't fast. It does seem like more
people would complain though.

Since you have it local, why not try it using svn://?
