Not currently, but it is because Subversion does not support this. Someone
that works with me is working on reviving a patch to add this capability
to Subversion. What will essentially happen is that an svn checkout will
happen and it will convert your local project into a working copy. The
only real value to this is if you have local changes to possibly preserve.
 Otherwise, you might as well just do a new checkout.

They are getting close to branching for Subversion 1.4, so odds are that
this will not make it in time.
