Please post here when a final solution is found. I did find a work
around. See below.

I just got my Mac Mini yesterday and loaded the latest Eclipse 3.2RC1a.
(I have not had a Mac since my 128K Mac in the early 80s.)
I had the exact same problem. The install site just does not work. I don't
know if the problem is how the site is defined or with Eclipse.
Anyway, I downloaded the install site and tried to do a local install.
That did not work either. I then copied the contents of features to
Eclipse's
features directory and the contents of plugins to plugins. (At first I
copied
the folders but that replaced the folders not merging the contents as
windows
does. I knew that would happen, but I was experimenting:) This worked just
fine.
While it could be newbie user error, I doubt it. With over 20 years of UNIX
experience, my first impression of the MacOSx is that it is not much
more than
a gussied up version of UNIX

It does not look like a permission problem.

Actually, your site.xml is your involvement with Eclipse. Could there be a
problem with it?
