It should be in the SVN Console.

I think there is also a difference between JavaHL and JavaSVN here. The
commit method we use for JavaSVN does not thrown an Exception when there
are errors, so a dialog is not raised. When you use JavaHL an Exception
is thrown so the message is more prominent.

I am just answering from memory so I could be wrong.
