Everyone uses version control differently, but ideally you have a project
folder that you pretty much know people check out. The property would be
set and maintained at that level. When branches and tags are created, the
release manager can update that property. If the branch/tag is made using
Subclipse, and the property is set, you are prompted to update it
automatically.

These are versioned SVN properties so you have to commit them.
