Assuming you are on Subclipse 0.9.108, you would need JavaHL 1.3.0.

The FAQ has info on how to get the libraries:

You would mainly be doing this to see if it makes a difference in the
performance, although once you have it, it can be handy.

Did you mention before what your repository access method is (http(s),
svn+ssh, svn etc..)? Also, if you were to watch the console output is the
slow down in any particular place, such as before any output begins,
during the transmitting stage etc..?
