Yes, it is well-known. It does not cause any problems.

There were some fixes made in the 0.9.100 release to make the message
appear less often, but it appears to be impossible to make it go away
completely.

Assuming you are using JavaSVN, going into your preferences under Team ->
SVN and specifically selecting that as the adapter can help a little as we
will not first attempt to load JavaHL.

Finally, while this may not be true at all, on my system I seem to see
this less often when I am using JavaHL then when I am using JavaSVN. I
suspect that JavaSVN might be doing more in its initialization than JavaHL
is doing.
