I believe that there is a problem in the version of JavaSVN we are
shipping in the current version of Subclipse (which it comes to proxy
support). Since it appears you are on Windows, I would recommend changing
your adapter to JavaHL in your preferences under Team -> SVN.

If you have the servers file configured correctly, and the Subversion
command line works properly, then JavaHL should also work as it uses the
same libraries as the command line.
