I just tested this again and it all looks like it is working correctly to
me. The Add to svn:ignore option will not appear if you select a file or
folder that is currently versioned or scheduled for addition. It only
shows on unversioned files and folders. Also, for a file, it will not
show if the folder that contains the file is itself unversioned.
