As long as the VPN is setup to allow access to the server on the right
ports, it isn't an issue. These are the questions you need to ask:

1) Has anyone setup and started a Subversion server?

2) If so, is it the svnserve server or the Apache server? And are they
using the default ports, or did they override them?

Normally an administrator would give you a repository URL to use which
would reflect the server they have chosen to use as well as the port
numbers. It is possible that they intended to use the svn+ssh:// protocol
in which case you do not need to have a server running, you just need to
have ssh configured correctly.
