If you were running the svnserve process, the it should be listening on
3690. If you were running Subversion as an Apache module, then Apache
would generally be running on 80 or 443.

Perhaps you just should be using the svn+ssh:// protocol which means you
are connecting to your server via an ssh tunnel?

Don't you have a repository administrator to talk to about this?
