This bug has existed for many releases. It effects JavaHL and JavaSVN.
Typically, only the add to svn:ignore option triggers it. I am not sure
what TortoiseSVN might be adding to the equation but I thought the problem
was mostly resolved when doing the actions from within Subclipse.
