[Subclipse-users] Changing javaHL to JavaSVN requires restart

When I changed the javaHL setting to JavaSVN, I thought it took effect
immediately because I was not informed by a dialog that I needed to
restart. I then performed some work and was surprised when the
diagnostic came from javaHL.

If a change requires a restart, then it should provide a dialog box
requesting whether the user wishes to restart and if so, restart
automatically. (like updates do.)
