Hi, I think tags is a standard settining from eclipse that is ignored by
version control.
Look in Window->Preferences->Team->Ignored resources and unmark tags.
You will then be able to commit your tags dir.

My eclipse project is organized like this MyProject
+ web
+ WEB-INF
+ classes
+ tags
+ mytaglib.tld
+ lib
When I did "Team/Share project" with Eclipse everything under MyProject was
added to the SVN repository except the MyProject/web/WEB-INF/tags folder and
its content. Here is what my SVN repository looked like:
svn
+ branches
+ tags
+ trunk
+ MyProject
+ web
+ WEB-INF
+ classes
+ lib
