problem updating a revision comment

i tried to update a revision comment to include more info about a merge
and got this message in the svn log:

propset --revprop -r 11564--force "svn:log" "blah, blah, blah"
http://svn.blah.com/repos/blah
    RA layer request failed
svn: DAV request failed; it's possible that the repository's
pre-revprop-change hook either failed or is non-existent
Failed to execute WebDAV PROPPATCH
svn: At least one property change failed; repository is unchanged

i think the problem is the missing space right before --force in the
above command line.

this is with subclipse 0.9.34 running in eclipse 3.1 on windows xp pro.
