Subclipse 0.9.31+ requires svn 1.2+ on the client. However, as long as
you use JavaSVN for your adapter, that should not be a problem.
Nonetheless, the stack trace you provided is exactly the error you get
when using JavaHL and it is a 1.1.x version of the JavaHL library that is
loaded.

The JavaSVN adapter internally attempts to load the JavaHL adapter in
order to support some of the adapter methods that it cannot support (but
which Subclipse doesn't use). All I can think of is that this exception
is causing the JavaSVN adapter to not operate. Try removing/renaming the
JavaHL library so that it is not even found, and see what that gets you.
Of course, updating it to Subversion 1.2.3 would be another option.

If that solves it please reply back so I can try to recreate the problem
and fix the exception handling in the JavaSVN adapter.

Thanks

Mark
