AFAIK, the view should only show what is pending based on the resource you
selected when you opened it, and it definitely is not persistent across
sessions. I have never liked this view or even understood why it exists
so I haven't looked at the code before, and do not really plan to.

I'd suggest filing an enhancement in the issue tracker with the
enhancements you like to see. Maybe that will motivate someone to tackle
them.
