If the From and To URL are the same, then both values are filled in when
you select from the Show Log dialog. You can select an entire range of
revisions in the dialog and it will fill in the correct values to merge
those revisions. If you select a single value, then you get N-1 and N,
which is the values to merge a single revision N.

If the To URL is different, then it only fills in the one value.
