plugin.xml is the Eclipse plugin file. AFAIK, we do not include any Ant
build scripts for Subclipse. You cannot build it without Eclipse anyway,
so why not just do it inside Eclipse?

I have attached an Eclipse project set file for checking out all of the
build projects you need, as well as an Ant script for exporting the
project, which is how I build it (exporting, not Ant).
