Mark,
 
lock told me that there is no lock token, whatever this means (maybe to lock there has to be some special file in locally for SVN?).
Unlock told me that it is not locked.
Cleanup worked and worked but didn't help anything.
Update just told me that I'm up to date.

Why did the Lock command fail? Do you have a 1.1.x server? Had it
succeeded, it would have removed the read-only attribute. Perhaps we can
add some text on the lock dialog and/or the help that explains that the
dialog is only appearing because the file is read-only.
