Synchronising does not show remotely added files

Hi,

another user pointed me at irc to the following problem: In Synchronisation View
you won't see any files which are remotely added. In my opinion they should be
showed as incoming change as other clients do (I used TortoiseSVN -> "Check for
modifications" to confirm).

Reproduction recipe:

1) wc1 and wc2 are two working copies checked out form the same repos and path
2) add file foo.txt in wc2 and commit
3) launch Synchronisation View for wc1
4) no incoming changes are shown in wc1

There are now changes shown although there is a newly added file.

I could confirm this with versions 0.9.30 and 0.9.31.
