I know it's not considered good form to reply to my own post. However it
turns out that if you have a plugin that RAD doesn't recognise, it
immediately forgets all the other plugins in that directory. Nice.
Problem solved. Updated to 0.9.32. Checkout-as-Project is lightning
fast. Mark, you rule.
