That is up to the repository itself (as it should be). If it allows
anonymous read-only connections then you will not even be prompted for a
username and password when you do a checkout.

As an example, if you were to define http://svn.collab.net/repos/subclipse
as a repository, you could checkout without supplying a password. In
fact, you could do everything short of a commit before you need to supply
one.
