You should go back to JavaHL, it is the most stable and complete option.
To do so, you have to uninstall the JavaSVN plugin.

Once back, you get svn+ssh:// working by following the same instructions
used by the CLI. In fact, the easiest thing to do is just get the CLI
working. Once it does, JavaHL should just work since it shares the same
configuration as the CLI.

If you hit a snag post back, or search the archives. There have been a
couple of pretty thorough posts for setting this up on Windows. I
personally have never done it, so I cannot help.

The other option to consider is to use http:// or https:// It is trivial
to get that working with the client and offers more authorization options.
It is a bit slower though.
