URL with "tags" in the URL with "tags" in the name

BTW, can this feature be turned of somwhere? This can be annoying.
When developing java web applications, we have several directories
of the sort "AppName/WEB-INF/tags/..." holding JSP custom tag files.
(this is a standard naming scheme).
