Yes, there are some cases where it is needed. As a recent example, I
fixed a bug in retrieving log history by changing the code to just ask the
root URL for the history since you do not need to ask a specific path when
you are just retrieving the history of one revision.

I know that it is also used to calculate the url_short text decorator in
the project name.
