When you say Replace with Base Revision, I assume you are meaning that you
have made local edits and you just want to restore the file to the revision
you had checked out. Assuming that is the case, Subversion knows how to do
that because it is stored in the WC.

If you are not talking about local edits, then I suspect that Team ->
Switch might be what you want. That lets you switch between branches etc..
