RAD is using the new "Capabilities" feature of Eclipse and Team is hidden
by default. You can enable it on that fancy Welcome screen, or in
preferences just go to Workbench -> Capabilities and enabled Team Core.
Then close and reopen preferences.

There will probably be a lot of other capabilities you will want to turn
on/off. You might also want to check the Workbench -> Startup preferences.
There is a whole bunch of Rational crap that gets started even though you
will not use it.

Yes, with JavaHL.
