If you can build from source, try building JavaHL too.

./make javahl
./make install-javahl

Otherwise, I noticed that on the JavaSVN site, you can now download a
patched version of our svnClientAdapter.jar that removes the code that
disables JavaHL when it cannot load the libraries. This should allow you
to get JavaSVN running.

I would personally try to get JavaHL working.
