intl.dll in version 0.9.23

eclipse 3.1 updated subclipse from 0.9.22 to 0.9.23.
after restarting the workbench, i get a missing dll-error:
intl.dll

i didn't found a way to go back to 0.9.22, but i found this
dll at my german win2k here:
c:\Programme\TortoiseSVN\bin
(i have TortouiseSVN 1.1.1 Build 1857 installed and used
it on my workbench-Working-Copy.)

So I put that Directory in my System-wide Environment-
Variable called "Path".
Than I got this error:
Der Prozedureinsprungpunkt "libintl_fprintf" wurde in der
DLL "intl.dll" nicht gefunden.

Than I used another dll from gtk2:
E:\programme\Common Files\GTK\2.0\bin

This seems to be working, but i'm sure, you want to fix
this problem.
