It's also described, perhaps even in better detail, in the TSVN manual.
I'm running SVN server and Apache on win2k btw, with good results.

This is described in detail in the SVN book. It's not a subclipse issue but
one of the server. Basically, you must configure Apache's mod-svn to grant you
write-access.
