This question has been asked and answered many times before on this list.

The basic steps that worked for me are:

1. Install, configure and test SSH on your server and client without
involving SVN in any way.

2. Test svn+ssh access with the SVN command-line client and/or TortoiseSVN
(http://tortoisesvn.tigris.org), as they are both stand-alone tools that are
easy to use.

3. Test svn+ssh access with Subclipse.

4. Use pageant, part of PuTTY
(http://www.chiark.greenend.org.uk/~sgtatham/putty/), to eliminate repeated
prompts for credentials. Again, it may be easiest to test this with the
command-line client and/or TortoiseSVN before doing so with Subclipse.

The actual work is more involved. It should be done in small increments,
verifying that each piece of the puzzle fits as it should in your
environment. If you've tried and failed to apply the advice already found
on this list, I'm sure the community would be glad to help another member
find success with subversion.
