I can assure you my workaround (hack) does work :)
you can get the missing files directly from svn here:
http://svn.collab.net/repos/subclipse/trunk/svnClientAdapter/
you should just need to add all the libapr stuff to /windows/system32
I had to add:
- libapriconv.dll
- libaprutil.dll
- libapr.dll

Just remember you have done this hack so it can be undone when the
issues with the javahl dll are finally worked out

I can tell you, i only did small bug fixes.
- Fixed null pointer exception when decorating files that had no
previous revision
- Fixed can't share project bug (issue 121)
- Added "Add Repository" action to repositories view

I didn't notice any significant changes being added,
