Check out of top level files does not work?

I have a repository that looks like this

/
/branches/
/trunk/
/tags/
/README

The last one is a plain text file.

 From subclipse I can check out the directories, but not the README file
nor the top level.
Is this by design or is it some way to do it or is it a bug?
