Cannot View Perspective

I am a novice with Eclipse, so I am going to ask stupid questions.

I have been trying to install this plugin (0.9.3) in Eclipse 3.0, and I
can not see the SVN perspective. I was able to bring the code down and
look at the project, but it lists the plugin org.apache.xerces, which is
flagged as not existing.

Another thing I note is that 0.9.3 is written to Subversion 1.0.2. I
have 1.0.5 installed.

Could either of these events have anything to do with my inability to
see it?
