SVNANT Build Test

Have been using Subclipse but I am not yet confident that I have SVNANT correctly setup.
I started by using the test in the source that creates a test repository.
All ran fine once I pointed it to the correct libraries.
However it is creating a format "2" repository when it should be format "3".
Could someone tell me if the SVNANT being linked to SVN 0.35.1 could be the issue (we use SVN 1.0.0).
I intend to reload SVN just in case an old file from pre-0.35.1 is being used somehow.
