Hi,

You can use what ever ssh client you want. I use tortoiseplink because I
  have tortoisesvn installed.

My setup is like this:

Dev srv: Linux - 10.1.1.20
Repository: /srv/svn/repos

I connect with:

svn list svn+ssh://10.1.1.20/srv/svn/repos

Note: I dont have any svn server running. When it connects thru ssh its
exactly like use the file:// syntax.
