Not only can the repository be file:// based, also, there is no guarantee
given at the moment that a client and a server more than 1 version apart can
communicate with each other, despite both talking webdav. And for the svn://
protocol, I think there is still no guarantee of compatibility between
versions at all.
(In practice things seem to be stabilizing on both the webdav and svn front,
but there are no guarantees.)

The communication between the subversion client and server is not always
via WebDAV. There is not even always a server : when using file:///
there is a direct repository access.
That's why it's better to be linked against latest subversion release.
