Not sure if I understand the question. Because things are packaged in
separate plugins we do not need to release updates to both. So yes, there
will be a Subclipse 1.10.6 ... when there is something new in Subclipse
that is worthy of releasing. We do not have to update the Subclipse
release to update JavaHL.

You might be talking about the zipped update site. No, that will not get
updated with the latest JavaHL. I only update that when I update
Subclipse. You can just download the update site though and then make your
own zip.

$ svn export --username guest
http://subclipse.tigris.org/svn/subclipse/trunk/www/update_1.10.x/
