A small program that uses JavaHL is attached. When run, it obtains the
content of about 40 files. It also leaves that many sockets in a
TIME_WAIT state.

http://www.microsoft.com/technet/sysinternals/Networking/TcpView.mspx on
a Windows XP machine.
