We have no involvement in the communications. This is all done in the
Subversion API layer, so that API dictates the rules for how it is
configured. Currently, there is no API defined that would allow you to
push this configuration into the API either, so there is no way or
reason for us to collect that information.

If the command line works, then JavaHL would work. They are using the
same code and the same configuration. Although the configuration area
can be overridden in Subclipse preferences, so you might just want to be
sure you did not change it from the value of Default.
