The plugin shouldn't have to load to add contributions. If you have the
time to debug it, look at
SVNPropertyManager#loadPropertiesFromExtensions. I had a quick scan and
it should be working. If you are using a runtime workspace, make sure
it is in the list of included plugins. You might also want to try
cleaning the target workspace as well, just in case.
