It doesn't seem possible to deliver the icons in the fragment, at least I
cannot seem to get that to work. In theory, all of the icons could be
shipped in the main plugin, and the fragment could contain a new
plugin.xml that changed the icon path. I think the user experience for
installing this would be terrible and it would be error prone to maintain.

Ideally, there would just be some way to do it all programmatically, but
if there is I have not seen it.
